Human security through inclusive socio-economic development in Upper Egypt
A joint initiative of UNIDO, UN Women, UN-Habitat, ILO and IOM

Post Title:        Administrative Assistant
Duration:        1 year (with possibility of extension for up to three years)
Date Requested:  starting in March 2013
Duty station:   Minya (Egypt), with possibility of travel to Cairo
Counterpart:   Egyptian Ministry of Local Development

Project Background:

The push towards democratic reform and good governance after the removal of the Mubarak regime guarantees long-term socio-economic benefits to Egypt. Nevertheless, in the short-term the post-revolution transition witnessed a sudden economic downturn that exacerbated both poverty and unemployment, particularly in Upper Egyptian governorates. The project will strengthen the economic security of vulnerable communities in five mother villages and selected satellite villages in Minya through creation of more and better employment opportunities and increased employability of the local labor force, while contributing to mitigate threats to environmental, personal, community and food security. The project will capitalize on the combined resources of several UN agencies and will work through local government, civil society partners and community structures to serve at least 18,000 beneficiaries to become more economically active and self-sufficient, and to support target communities to become more inclusive and gender responsive as they play an active role in the creation of sustainable employment opportunities; in addition, at least 10,000 people in target communities will benefit from neighborhood upgrading projects in disadvantaged areas. The project will capitalize on the combined resources of the UN agencies and will work through local government, civil society partners and community structures to:
·         implement at least 20 locally conceived priority interventions to counter threats to human security, mainly in the area of economic security;
·         enhance employability of at least 5,000 men and women through skills enhancement and matching with private sector needs;
·         implementation of labor-intensive neighborhood upgrading projects in disadvantaged areas;
·         introduction of innovative high-productivity, environmentally friendly agricultural techniques to the benefit of at least 3,300 small farmers, delivered through a value chain upgrading approach to foster market access on behalf of micro and small agricultural enterprises;
·         transfer of productive assets combined with technical assistance to at least 3,000 vulnerable women for income-generating activities;
·         improve access to financial services for at least 8,000 vulnerable women;
·         train at least 2,000 vulnerable mothers on health and nutrition issues;
·         train and organize local youth through a youth volunteer service to engage them in the implementation and scaling up of quick-impact activities.

The program is a joint initiative of UNIDO, UN Women, UN-Habitat, ILO and IOM. UNIDO will act as lead agency.

Duties:                       
Under the supervision of the Joint Programme Manager, the Administrative Assistant will be responsible for the provision of the administrative and clerical assistance to the Project team. The project team is composed by a Joint Programme Manager (JPM), a Monitoring and Evaluation officer, a communication officer and two assistant programme officers (the whole project team will be based in Minya). Specifically, s/he is expected to carry out the following duties:

1.      Provide administrative support to all daily management, planning, implementation and coordination of the project activities;
2.      Responsible  for drafting, pre-screening and filing  all project correspondences;
3.      File and archive relevant documents (tender dossiers, proposals, evaluation reports, documents related project personnel, consultants, etc.);
4.      Assist the JPM, if needed, in the preparation of project implementation plans and progress reports;
5.      Assist in the liaison with suppliers on issues of procurement of goods/services.
6.      Keep systematic records of the procurement of goods/services
7.      Keep records on calls for proposals (if any are issued by the project) for the selection of potential service providers, and ensure the preparation of clear evaluation procedures.
8.      Initiate procurement processes by developing or facilitating development of tender documents (i.e. terms of reference, request for proposals, price schedules, technical specifications etc.);
9.      Provide logistical support to UNIDO staff, and international project consultants, for travel arrangement as per project implementation plans with required budgets and human resources, and progress reports;
10.  Coordination of weekly/monthly progress meetings with main stakeholders.
11.  Assist in the planning and organization of project steering committee meetings including drafting of agendas, circulation and preparation of reports.
12.  In line with UNIDO procedures maintain records of project deliverables, documents, files, equipment and materials that are part of the project.
13.  Other duties assigned by the JPM.
REQUIRED QUALIFICATIONS AND COMPETENCY

Required Experiences and qualifications:

  • University degree in political or social sciences, international relations or business administration;
·         At least 8  years of administrative, financial and clerical experience, ideally with development projects;
·         Excellent command of office software, such as  word processors, spreadsheets, databases;
·         Proven  ability to draft, edit, and produce written communication;
·         Proven knowledge of UN organization project/programme management processes and procedures is an additional asset;
·         Experience  working with Government, donor and civil society, international organization would be a strong asset.
