Description Serve as key Organization Development resource to Human Resources Business Partners in the governmental sector, leaders and peers to educate and provide support on new frameworks, tools and processes. Provide legal advice on the workaround, amendments and bill drafting of legislations as required serving the needs implementing reforms, especially those associated with Local Administration. Provide technical insight on the constitutional background and its effect on different institutional setups and system architectures of the Local Administration System. Outline a capitalization initiative that provides for former and ongoing institutional development practices. Analyze and interpret information from various data sources using different data collection tools and assessment methods enhancing different institutional capacities. Analyzing organizational structures to determine the information flow, accountability lines and institutional relations. Underline institutional capacity needs of enhancement entailing, capacity development, restructuring, process validation and improvement, and other related enhancement related parameters. Develop institutional frameworks for development in accordance to dynamic business needs which may include: needs assessment, gap analysis, function maps, accountability lines, process flow diagrams, resources allocations, pay grade revisions, contractual agreements and organizational unit introduction or omission.
Qualifications • A graduate degree in Business Administration, Local Development, Planning, Public Administration, Public Sector Reform or other relevant fields (candidates with postgraduate qualifications will be given preference); • A required 7 years (after the 1st graduate degree) of relevant practical work experience in the field of at least one of the following, Project development and implementation, Institutional Development, Quality Based Management or other related fields; • A diploma in Total Quality Management is a strong asset; • Legal Expertise and work in similar projects will be an asset; • Demonstrated capacity of project management and identifying work packages and defining the required allocated resources and time lines for providing their deliverables; • Working experience of applying capitalization on previous experiences to be able to transfer best practices and lessons learned from bad practices is essential;
