Description     — Partake in amending the internal LARU regulations and perform all required administrative system revisions and forms standardization. — Prepare and continuously update the LARU operations manual as needed. — Provide technical support to different LARU components and collaborators as required, which may include, but is not restricted to, colds canvas tools, assessment tools, appraisal tools, SWOT analysis, function breakdowns and organization development planning. — Participate in the capitalization of previous work experiences of LARU or those in which LARU was actively participating or other practices related to the LARU mandate as required. — Outline a quality management and operations driven intervention for developing and implementing organizational development interventions using frameworks, tools and processes to build effective teams, organizations, and address business needs. — Prepare institutional development plans for the management of institutional resources, revision of organograms and processes flow. — Develop a working framework for identifying hiring needs and future prospective terms of references for these vacancies. — Develop tools for: data collection, documentation, archiving, internal reviews, non-conformance assessment and HR capacity appraisal. — Develop an efficient personal appraisal system for the follow up on KPIs and personnel performance appraisal. 
Qualifications    • A graduate degree in Business Administration, Local Development, Planning, Public Administration, Public Sector Reform or other relevant fields (candidates with postgraduate qualifications will be given preference); • Demonstrated capacity of project management and identifying work packages and defining the required allocated resources and time lines for providing their deliverables; • Experience in working in Egypt and in-depth understanding and familiarity with the country’s legal framework governing institutional development; • Knowledge of decentralization, local governments and the interaction between the different governmental entities and collaborations in the field of institutional development will be an asset; • Previous experience with local and central levels stakeholders (governorates, local administrations, ministries, government agencies, private sector) in addition to international partners and funding agencies;
