Description a. Detailed methodology, sampling method, and data collection tools to conduct such M&E assignment including a brief description of which participatory tools to be used to consider all relevant stakeholders of donor, beneficiary, IRE management, project team, and all other key stakeholders. b. How the M&E tools are going to be administered by each group of stakeholders. c. Clear work plan and time schedule including the major activities planned to conduct the project monitoring and evaluation. d. Consulting expertise statement of similar assignments related to Program Monitoring & Evaluations. e. CV for consultant. f. Contact information of three organizations to be considered as referees. g. Sample copies of relevant reports or work undertaken in the last 3 years a. An itemized line budget proposal for consultancy fees. b. Proposed terms and schedule of payment a. The M&E experts will provide leadership for the project team to fulfil all the donor reporting requirements (Progress Reports and Final Report). b. He/she will review and approve all required reports before submission to donor approval. c. He/She will be involved in performing data collection and data quality assessments; advising on indicator design, development and review; and designing the M&E system for the project. d. He/ She will coordinate with the project team and IRE management to represent IRE in maintaining excellent working relationship with the donor.
Qualifications . Qualifications & Experience Required Education • Masters degree in Economics, international Development or related field. Experience • Minimum of 10 years experience in international development operations. • Minimum of 5 years of experience designing and implementing M&E results frameworks ; developing PM system , work plans and indicators; monitoring on-going programs for donor organization .

Experience 10-15 Years.
Other Skills • Field experience in the region. • Detail oriented and organized. • Strong communicator, both verbally and in writing. • Good problem solving skills. • Team oriented individual.
