Description Manage procurement procedures and systems for ten project sites consistent with CRS, donor, and other regulations and ensure integrity. Implement,improve;monitor procedures and systems to ensure timely procurement of superior quality materials and services at competitive prices. Identify and evaluate sources for goods and services, and provide recommendations to the PM or Chief of Party Budget Managers on vendors selection, change of vendors. Assist in the preparation of PRFs (Purchase Requisition Forms)with users; ensure clear understanding of the same. Prepare tenders,support documentation,collection of bids. Ensure clear communication of specifications to prospective suppliers of goods and services and a competitive bidding process. Recommend payment and delivery terms,assist in the preparation of contracts/Purchase Orders for vendors/suppliers. Ensure all procurement records are on file for control and reference. Maintain relationships with vendors/suppliers. Continuously solicit input from Project Manager and Project Officers on vendor performance and prepare a monthly report. Coordinate & monitor the entire purchasing and delivery process. Communicate with departments throughout the procurement process until goods have arrived at the designated location. Ensure that actions are governed by the highest standards of personal & business conduct as stipulated in the CRS Purchasing Manual,& other relevant policies
Qualifications 2.Familiarity with international donor requirements for procurement. 3.Prior experience managing a procurement process from start to finish. 4.Familiarity with construction vendors in Cairo or Alexandria. 5.Language skills in written and oral in English and Arabic. 6.Ability to prioritize work. 7.Strong computer skills in MS Office.
