Description     — Leads the implementation of web applications and planning for risk and growth. — Evaluate and identify appropriate technology platforms (including web application frameworks and the deployment stack) for delivering the companys services. — Establishes a governance process that meets government, partner, and company expectations for customer information privacy. — Leads the recruitment, training, retention, and organization of all development staff in accordance with the company hiring process, personnel policies, and budget requirements. Establishes standards of performance and monitor conformance for staff (through performance review) and vendors (through service level agreements). — Establishes and supervises the software development process, setting short-term objectives and assessing progress as defined by the selected software development methodology. Establishes and supervises a quality assurance process, including integration and system testing. Reviews and approve proposed development releases and manage the release process. — Promulgates coding conventions and documentation standards. Review current best practices for the selected web framework and establish the initial architecture for the application. Conducts code reviews and specification conformance testing as defined by the selected software development methodology. Ensures that technology standards and best practices are maintained across the organization.
Qualifications    • Bachelor’s degree in Computer Science, Information Technology or related field. • 5 to 10 years software development experience, 5 years working on high-traffic, public-facing web sites and 5 years staff management experience. • Experience with DART, Omniture, and a SOA. • Demonstrated understanding of software development methodologies, specifically Agile Scrum. • Proven experience in staff management in a dynamic development organization. • Strong interpersonal and communication skills. • Strong problem solving, decision making and facilitation skills. • Strong focus on creating high quality deliverables. • Experience in standards development and governance. • Focus on continual process improvement.
